TRAMER Press Release

Inaugural Speech/ Burhanettin AKTAŞ

Dear Guests,

We are here for the opening of TRAMER about which I believe that an important step for the future of the insurance sector of our company.
As we all know that insurance sector has made great advancement in recent years, however, it was not able to reach the desired level and have a position in the level of developed countries. Many reasons such as lack of insurance consciousness in the society, deficiencies in the distribution of income and the low national income per capital may be listed. However, I believe that we should rapidly execute future oriented measures instead of confronting the past.
As we all know, the insurance sector of our country had a great depression with regard to the financial crisis following the year 2000, and 14 of the companies had to cease their activities accordingly. Onroad Motor TPL Insurance Account payments with regard to 6 of such companies continue.
When we consider the crisis in banking sector as one of fundamental reasons for the current condition of insurance sector, then we should also consider the wrong and even abused practices with regard to the Motor TPL Insurance as another fundamental reason which is not less important than the former. Hence, majority of 85 thousand claim files submitted to Onroad Motor TPL Insurance Account arise from companies which carry out incorrect practices.

In order to avoid such deficiencies originating from the past, there are some short term measured taken. Briefly speaking, these are:

-        Developing an early warning model for a more efficient financial monitoring system,
-        Regulation amendment in order to materially determine conditions considered as financial shortage,
-        Determination of independent audit basis,
-        Creating internal audit systems for companies,
-        Regulations to supply transparency in financial tables,
-        Avoiding the deficiencies in Motor TPL Insurances with a proper monitoring system (TRAMER),

Obviously, TRAMER is one of the important items of the system actualized by the undersecreteriat. TRAMER shall be the infrastructure entity of the desired system with advantages given in application. With TRAMER, it is targeted to avoid past deficiencies by achieving a defined system for Motor TPL Insurances using a central unit.

On the other hand, a fast operation pace was started by the Undersecreteriat for lots of issues. The initial steps of the operation are:

-        Insurance Organizing and Inspecting Act
-        Association of Agencies Act
-        Association of Experts Act
-        Agriculture Insurances Act
-        Insurance concerned sections of Building Audit Act
-        Insurance concerned sections of Environmental Act
-        Studies about Liability Insurances

Our undersecreteriat will continue to provide its supports to stabilize the economy of our country by the development of insurance sector and to avoid deficiencies by covering the losses. Necessary support shall be given for the success of TRAMER system.
I congratulate the establishment and operations of TRAMER and appreciate everyone for their contributions.

Importance of TRAMER for the State, the Sector and the Citizen /  Dr. Ahmet GENÇ

Dear Guests,
This is a very important step for the solution of problems in Motor TPL Insurance applications which has been one of the biggest issues of insurance sector of our country for many years. That important step is the commencement of TRAMER application. In contrast to avoidance attempts of common frauds, benefits of TRAMER application are:

-        Avoiding issuance of unregistered policies,
-        Transmitting of information to central system within a delay of maximum one day,
-        The citizen should be able to quest policy on the central system,
-        Providing no-claim documents from the system,
-        Using the system as a means of correct tariff application,
-        Using the system as a trade center simultaneously,
-        Relying tariff studies to more proper statistics in acordance with the data gathered from the system,
-        Operating the system for other obligatory insurances with regard to the motorways,
-        Monitoring both the persons and the vehicles and letting the use of no-claim deductions and increased premiums for persons,
-        Preventing issuance of fraudulent policies

The general benefit acquired from the above benefits shall be the strengthening of the financial structures of companies.
When we consider the benefits of the new system with regard to the citizen, state and sector we can list as, the citizen

-        shall avoid the risk of receiving fraudulent policy,
-        shall be able to quest policies on the system,
-        shall avoid from being forced to payment and executive prosecution using the trade center application,
-        shall receive his coverage more quicker thanks to more proper operating   Motor TPL Insurance mechanism,
-        The application monitoring the person with regard to deducted/increased premium shall be disincentive for accidents.

The Sector (insurance companies/agencies)

-        shall increase incomes with correct tariff,
-        shall have additional premium income due to the avoidance of fraud,
-        shall avoid undertaking uncontrolled coverage by the avoidance of policy issuance out of the system
-        The commission incomes of agencies shall increase due to the use of correct tariff,
-        Unfair competition shall be avoided between properly and improperly operated agencies with regard to tariffs,
-        The insurance companies shall be able to transact setoffs using trade center,
-        They shall benefit from the statistics infrastructure of the system.

For the State: 

-        Tax losses arising from unregistered transactions shall be avoided,
-        The system shall be organized and the consumer shall be protected thanks to the system,
-        The taxes shall increase due to the increasing incomes with regard to correct tariff,
-        Contribution to the avoidance of accidents shall be made by keeping records in personal basis.

Obviously, the new system provides benefits to all of the parties. Therefore, it is important to advocate the system. We will have a better organized Motor TPL Insurance system upon advocating the system and all of the abovementioned benefits shall be realized.

PRESS RELEASE
Our center was established by the Motor Third Party Liability Insurance Information Center Regulations published on Official Gazette no: 25318 dated 16.12.2003 in order to maintain a more proper infrastructure of Motorways Motor Vehicles Obligatory Financial Liability Insurance (Motor TPL Insurance) which has a considerable size in the premium generation of our country.

The fundamental purpose of our center is establishing efficient audit in Motor TPL Insurances, preventing insurance frauds, taking measures against abuse, increasing the society's trust to the insurance system, maintaining more proper pricing and preventing unfair competition.

Our center, in order to duly perform the duty it has undertaken, completed the informatics infrastructure which accumulates the entire information of insurance companies with regard to Motor TPL Insurance. For the aforementioned operation, the data transmitted to our center from insurance companies as from 1 April 2004 were analyzed and "TRAMER Data Structure" was prepared before a Informatics Committee in charge of sector authorities. Therefore, the insurance companies shall transfer their data with regard to Motor TPL Insurance (including claim data) to our center over the new data structure and such data shall be updated accordingly. The Undersecreteriat of Treasury may take every reasonable measure against insurance companies which do not perform with such obligations.

Eventually, we can state that a new period has started for Motor TPL Insurance. The insurance companies shall end the application of manual policy issuance in order to timely data transfer to our center. Claim Status Document, one of the fundamental documents in policy issuances, shall be centrally and obligatory given by TRAMER over the web as from 1 July 2004. Therefore, each agency has to take relevant precautions to reach TRAMER on the web. Central database shall inspect the insurance companies which are not pricing in accordance with Motor TPL Insurance Tariff and Instructions determined by the Ministry of State which the Undersecreteriat of Treasury is bound to.

Our informatics system shall be provided to common use of concerned parties with regard to different authorization levels. Therefore, TRAMER data pool, fed with "correct and updated" data, shall improve the service quality and shall provide services to The Undersecreteriat of Treasury, General Directorate of Security, T. Insurance and Reinsurance Companies Association and our eventual members, Insurance companies, insurance brokers and experts with regard to Motor TPL Insurances. Simultaneously, insurers shall have access to insurance and claim records of the vehicles operated by them through the Internet.
